Howard Savin PH.D.

Dr. Savin has an established track record as senior behavior health care executive and entrepreneur. He and his partner developed a multi-site group mental health practice in suburban Phila that evolved into a national managed behavioral health care company (AGCA) that was acquired by a larger national MCO, subsequently sold to Merck/Medco, taken private by KKR and eventually sold to America's largest behavior health MCO-Magellan.Health Services. Specific accomplishments include the following:

• Developed the managed behavior health care protocol for HMO.PA that became the system -wide, fully capitated model. HMO.PA became US Healthcare and was eventually  sold to Aetna.

• As co-founder and Ex. VP of AGCA, the company grew to manage 800,000 USHealthcare lives from SE PA into New Jersey, Delaware, Maryland and New York. Another 600,000 lives were managed by contracts with a variety of other insurers, including HealthSource (plans in NH. Maine, VT) and New York Life (Texas) and a number of smaller plans. Dr. Savin developed utilization management and quality management protocol and represented clinical operations in marketing initiatives.

•Served as Regional Clinical Operations Director  (American Biodyne-post acquisition) and subsequently Regional Vice President, East (Merit Behavior Health-subsequent acquisition by KKR). Major duties involved implementation of a broad range of commercial and public sector contracts and the integration of the business lines and staff of multiple acquired behavior health companies

•Served as Senior VP and Chief Clinical Officer for Devereux-the nation's largest  not-for -profit provider of child and adult behavior health services. In that role, quality standards and an electronic clinical record system were developed and implemented that served to contemporize this 90+ year old organization and allowed it to remain viable with public and commercial insurers. Duties also involved creating and intellectual properties initiative to develop, coordinate and market  various training programs and psychological and educational tests (e.g. http://www.devereux.org/site/PageServer?pagename=deci_it) . Revenues were grown from

•Served as senior consultant to a start-up business (http://www.innovative-learning.com ) , competency-based web training programs and various autism provider organizations in the areas of intellectual property development and business planning.

•CEO of Autism Services Group (ASG),LLC, since April 2010. ASG is the first independent autism insurance benefits management company operating in New jersey and nationally.
